Yes. Every learner driver in Singapore must register at one of the three approved driving centres — BBDC, CDC, or SSDC — regardless of whether they learn with a private instructor or a school instructor. The centre handles your theory tests, simulator lessons, and practical test booking.

The PDL is a temporary licence that allows you to take practical driving lessons on public roads. You can apply for it after passing the BTT via the SPF e-Services portal (police.gov.sg) using Singpass. The PDL is valid for 2 years.

It is possible but not recommended. You can only be registered under one centre at a time, and switching centres requires you to transfer your eye test and BTT results. You can only take the practical test at the centre you are registered with.

We recommend choosing one centre from the start and completing everything there to avoid unnecessary hassle.

If you fail, you can rebook and retake the practical test. There is no limit on the number of attempts.

However, you must pass within 2 years of passing the FTT — otherwise your FTT result expires and you will need to retake it. Your PDL also expires after 2 years, so keep track of both validity windows.

No. Converting a foreign car licence requires the Basic Theory Test and nothing else. Lessons only become relevant if you are a Work Permit or S Pass holder who wants a full Class 3 or 3A licence, which requires the Practical Driving Test.

You convert — you do not restart as a learner. Becoming a Singapore Citizen or PR does not cancel your foreign licence entitlement, so there is no FTT, no lessons and no practical test. The 3 months is a grace period for driving on the foreign licence, not a published deadline on applying: the pre-assessment conditions are a BTT pass, a valid unexpired foreign licence, and the document checklist. If the 3 months lapse before your conversion is done, stop driving until it is — driving without a valid licence is a Road Traffic Act offence and voids your insurance — then apply as normal. Traffic Police can request additional documents at their discretion, so if you are well past the window it is worth calling them before you book. Best avoided entirely: book the BTT the week your status is granted, since theory slots and appointment slots both queue.

No. The Traffic Police pre-assessment requires a valid, unexpired foreign driving licence. You would need to renew it in the issuing country first.

No. Foreigners residing in Singapore for less than 12 months may drive on a valid foreign licence together with an International Driving Permit, or with an official English translation of the licence if an IDP is not available in your country.

No. The conversion mirrors the entitlement you already hold — an automatic-only foreign licence converts to Class 3A. Moving up to manual Class 3 means taking the practical driving test.

Two years from the pass date. That is ample time, but do not pass the BTT and then leave the conversion application sitting for years.

Class 3C is granted to Work Permit and S Pass holders on conversion. It permits motor cars with an unladen weight of 3,000 kg or less carrying seven passengers or fewer. It does not cover light goods vehicles, mini vans or small buses — those need the full Class 3 or 3A, which requires a practical driving test.
